Freight Working Group

The Freight Working Group brings together MPO, NYSDOT, and FHWA staff to advance the practice of freight planning. Goods movement has become an important part of the metropolitan transportation planning portfolio. Topics that are addressed include movement by truck and rail, intermodal connections, seaport operations, US border ports-of-entry, local and regional terminal operations, and urban delivery issues.

The Freight Working Group Charter documents the goals of the group in terms of knowledge transfer, improving collaboration among stakeholders, and preparing for the higher level of attention to freight issues in the 2012 federal transportation authorization, Movin Ahead for Progress in the 21st Century (MAP-21) and now the 2015 Fixing America’s Surface Transportation (FAST) Act governing federal surface transportation spending.

STATEWIDE FREIGHT PLANNING

NYSDOT is currently in currently developing a statewide Freight Transportation Plan that will be a comprehensive guide governing short and long term strategies and capital investments impacting the movement of freight. The Plan recognizes all modes of freight movement, including highway, rail, marine ports and inland waterways, air, and pipeline, as well as an accompanying focus on intermodal terminals, where freight changes between modes. The Freight Transportation Plan website provides links and updates regarding the planning process. The website includes the NY Freight Network Atlas, an interactive, web-based map includes various freight-related transportation facilities. The Atlas is a work-in-progress that NYSDOT will update periodically over the course of the planning process. The Atlas includes a section for commentary to obtain stakeholder feedback on the core freight network.

TRB Reports
The National Cooperative Freight Research Program and the National Cooperative Highway Research Program have generated a number of reports of interest to the MPO freight community.
